EOSB
Definition

End-of-Service Benefit (EOSB) is gratuity paid to employees in UAE and KSA upon termination based on length of service and basic salary.
EOSB across UAE and KSA
End-of-Service Benefit — often called gratuity in the UAE — is a statutory lump sum payable when employment ends. In the UAE, Federal Decree-Law No. 33/2021 governs accrual based on basic salary and completed years of service. Saudi Arabia applies its own end-of-service award rules under the Saudi Labour Law, with different treatment for resignation versus termination.
What drives the liability
EOSB is not a discretionary bonus. It accrues throughout employment and crystallises at exit. The calculation base typically excludes allowances such as housing, transport, and commission in the UAE, which surprises SMEs that pay a low basic salary topped up with allowances. Contract type — limited versus unlimited in the UAE — affects both accrual rates and entitlement on early termination.
SME operational impact
High-turnover SMEs accumulate EOSB settlements continuously, not just at year-end. Finance teams need running liability visibility before approving terminations, because MOHRE expects final settlement within statutory timeframes alongside leave encashment and outstanding wages. Treating EOSB as an exit-day spreadsheet exercise creates underpayment disputes and inspection findings.

Example
Desert Bloom Trading, a 41-employee Dubai importer, included housing allowance in gratuity for three warehouse supervisors over eight years of tenure. MOHRE mediation ordered back-payment after employees filed complaints. Recalculating on basic salary only and maintaining live accrual balances prevented repeat disputes on subsequent exits in the same quarter.
Compliance risks
Late or incorrect EOSB payment in the UAE triggers MOHRE fines, employee labour complaints, and potential court orders for underpaid gratuity plus interest. In KSA, HRSD handles end-of-service disputes with similar back-payment exposure. Under-accruing on balance sheets also distorts financial reporting for growing SMEs.
