ArcHR Saudization and Nitaqat tracking

Nitaqat is the KSA Saudization programme classifying companies into colour bands based on Saudi employee ratios.

How Nitaqat classification works

Nitaqat assigns every private-sector establishment a colour band — Platinum, High Green, Mid Green, Low Green, Yellow, or Red — based on the ratio of Saudi employees to total workforce. HRSD recalculates bands periodically using live Qiwa employment data. The band is not decorative: it directly controls visa quotas, renewal timelines, and access to certain government services.

Band privileges and restrictions

Platinum and Green bands receive preferential visa processing and fewer administrative barriers. Yellow and Red bands face visa freezes, higher scrutiny on Saudization plans, and in some cases mandatory corrective action. SMEs near band boundaries experience cliff effects where losing one Saudi employee or hiring two expatriates shifts the entire company's compliance posture.

Nitaqat as an HR metric

Finance and operations leaders increasingly treat Nitaqat colour as a KPI alongside revenue. HR teams need daily visibility into Saudi headcount, pending terminations, and offer letters in pipeline — because Qiwa snapshots at recalculation dates determine band placement. Reactive hiring after a band drop costs more than maintaining a buffer above the minimum threshold.

Example

Canvas Interiors, a Riyadh fit-out SME with 38 staff, held Mid Green with 11 Saudi employees. Two Saudi resignations during Ramadan without backfill dropped the ratio below the Low Green threshold overnight. Visa renewal for a senior expatriate project manager stalled for six weeks until HR recruited two Saudi site coordinators and Qiwa reflected updated headcount.

Compliance risks

Red and Yellow Nitaqat status triggers visa restrictions, potential HRSD fines in monitored sectors, exclusion from some government contracts, and mandatory Saudization improvement plans. Persistent Red band placement can escalate to broader compliance reviews affecting commercial registration and labour office services.
