Saudization
Definition

Saudization (Nitaqat) policies require private sector employers in KSA to maintain minimum ratios of Saudi nationals.
What Saudization means in practice
Saudization — known operationally as Nitaqat — is the Kingdom's policy requiring private employers to maintain minimum ratios of Saudi nationals relative to total workforce size. HRSD classifies companies into colour bands that determine access to visa issuance, licence renewals, and government procurement eligibility. For SMEs, Saudization is a hiring and workforce-planning constraint, not a branding initiative.
Sector and size sensitivity
Thresholds vary by economic activity code and headcount band. A 45-person trading company faces different targets than a 120-person construction firm. HR teams that track nationality only at year-end discover band drops when quarterly Qiwa recalculation moves them from Green to Yellow, restricting new expatriate visas precisely when the business planned to expand.
Beyond headcount percentages
Effective Saudization strategy considers role quality, not just numbers. HRSD weighting favours Saudi nationals in skilled and customer-facing positions. SMEs hiring Saudi nationals only in nominal admin roles while keeping operational staff entirely expatriate may still miss band requirements or fail to sustain compliance as headcount grows. Workforce plans should align hiring pipelines with Qiwa activity codes before quarterly Nitaqat recalculation dates.

Example
Eastern Province Parts Co., a Dammam auto-parts distributor with 63 employees, sat comfortably in Low Green until a hiring freeze left the Saudi ratio static while six expatriate warehouse hires joined. Qiwa recalculation dropped them to Yellow, blocking two urgently needed technician visas. The HR manager now reviews live Saudization percentage before every offer letter.
Compliance risks
Yellow and Red Nitaqat bands restrict new visa issuance, complicate commercial licence services, and expose employers to HRSD enforcement actions. Some sectors face additional penalties or exclusion from government tenders. Falling bands also signals workforce planning failure that competitors in higher bands exploit for talent and contract advantages.
